I was asked by Chief Justice Abrahamson to assist in reporting on various Wisconsin counties that developed criminal justice innovations at the local level. This is the report. It was used to procure grants to support these local initiatives and the Justice System piece was a followup. It was not published in any journals but was used by the court in Wisconsin and part of the former Planning and Policy Advisory Committee Alternatives to Incarceration Subcommittee.
