One of the marks of a civilized community of men is a concern for the protection of basic human rights. In contrast to the Covenant of the League of Nations, the United Nations Charter shows such a concern for basic human rights. This concern led to the adoption by the United Nations of the Universal Declaration of Human Rights. In this article, Mr. Starr discusses the effort by the United Nations to translate the principles of the Universal Declaration into treaty law.
